Experiencing a peculiar issue on windows 11

I'm experiencing a peculiar issue on Windows 11 where Microsoft applications mistakenly detect that the scroll wheel is continuously scrolling. This problem only arises in certain Microsoft programs such as the control panel, Excel, and photo viewer but not in non-Microsoft applications that employ the scroll wheel. I've attempted troubleshooting by performing a clean boot in safe mode, unplugging the keyboard, switching to a different mouse, and reinstalling the mouse drivers. Moreover, I've disabled the mouse option that allows scrolling when hovering over inactive windows. Interestingly, this issue only started recently and echat I haven't installed any recent Windows updates. The only solution that I haven't attempted is a complete Windows reinstallation or PC reset.
