What happened to the cpus?

In the past, Intel Amber Lake comprised a range of CPUs, primarily with a 5W TDP. These CPUs were based on the Core architecture rather than Atom, and were utilized in various devices such as the Macbook Air. However, this category appears echat to have disappeared. Early leaks indicated the possibility of "M5" CPUs for Alder Lake, but this did not materialize. Even the lowest 1P+4E CPU now targets 9W, whereas the previous Lakefield had a similar configuration with a target of 7W. Instead, we now have N CPUs, which are essentially renamed Atom cores, with the N series always being based on the Atom architecture. Even these koows developerbook only go as low as 6W. So, what caused this shift?
