What is the risk russia will use nuclear weapons?

For me, the threats of weapons by Russia are a reaction, not a decision. This is a move against Ukraine and other nations supporting it. The prime focus of Russia should be shifting towards perspectives of peacemaking drills rather than conducting nuclear weapons training.
