Does google penalize link selling?

Do you think Google imposes penalties on websites involved in selling links, even if such penalties are not explicitly indicated in Google Search Console (formerly Webmaster Tools)? If so, what types of penalties might be applied to these websites? Additionally, how can website owners identify and address these penalties if they do not receive direct notifications or indications within Google Search Console? What strategies or tools might be useful in detecting and mitigating these issues?
