utorrent problem z ściąganiem plików

Witam posiadam Windows Vista Ultimate 64bit i do niedawna używałem Azureusa do wymiany plików w p2p niestety od jakiegoś miesiąc nie mogłem mu ograniczyć prędkości wysyłania plików przez co nie mogłem w między czasie przeglądać stron a z czasem i transfery sie popsuły ,obecnie przesiadłem sie na utprrent i dokładnie jest taka sama sytuacja ja mu wpisuje ustalona wartość a on i tak wysyła z max. prędkością ,nie wiecie może czego jest to przyczyna ?? Posiadam Internet w sieci Netia i zmienne IP

ja mam internet przez TKK i prze uTorrent sciagam z predkoscia ~100 kb/s

KUBOS - seba14 oferuje modowane wersje µtorrent.
Niektóre nic nie wysyłają poza informacją o uploadzie 200 kb/s.
