This will create a shortcut that opens IE with a blank page. Then you can set a shortcut key in the shortcuts properties. I use Ctrl + Alt + N which when pressed opens a new IE window with a blank page. This is close to the open new window command of Ctrl+N so it works fine for me. You can also move the shortcut you created to the quick launch area for a simple click operation that will open a new IE window with the blank page.
